Sherry Doctorian

Sherry Doctorian built her career as a Missouri attorney advising individuals, companies, and trade associations on complex regulatory and administrative matters. She retired from Armstrong Teasdale LLP after 28 years at the end of 2025 and transitioned to focus exclusively on lobbying and governmental consulting. She began her practice as an Assistant Attorney General representing state agencies and has lived in Jefferson City for more than 30 years, giving her deep familiarity with the processes and key decision-makers in state government. A former legal counsel to the Missouri Department of Commerce and Insurance, Sherry represented life and health, and property and casualty insurers in high-stakes regulatory matters as well as assisted clients form captive insurance companies. She serves as Vice President of the Board of Directors and as lobbyist for the Missouri Captive Insurance Association. Sherry has also represented professional licensees—primarily physicians, nurses, pharmacists, and dentists—before licensing boards and the Administrative Hearing Commission and has extensive experience advising clients in the cannabis and agribusiness sectors. Her broader background includes procurement and Sunshine Law matters, Public Service Commission issues, and sales and use tax disputes.

Sherry earned her J.D. from the University of Missouri School of Law and her B.A., cum laude, from Truman State University. She is admitted in Missouri and the U.S. District Court for the Western District of Missouri and has been recognized in _The Best Lawyers in America®_ for Government Relations Practice (2007–present) and named to Missouri Lawyers Weekly’s Power List for Lawyer-Lobbyists (2021–present).
